6. The objection made to the Indian Guards is, on account of the mass of documentary evidence in support of the statement made that they are useless, and further similar

evidence is to hand, in the words of the Captain Superintendent

of Police who draws attention to the fact, in extenuation of

the inactionof Guards when one of their number murdered the

Chief Officer of a British steamer,

when it is

remembered that they are Guarde and not trained police”. A copy of the letter is attached.

7. It is the duty of every British Shipmaster to pay his own crew and it is the law as laid down in the Merchant Shipping Act, but the Police department the guardian of the

law violates that for which it would cause others to be

puni shed.

8. The Guards are members of the crew and should be

paid by the Master of the vessel on which they serve, instead

of this they receive their pay from the Police department,

notwithstanding the fact that the owner pays the wages as he

does to all other members of the orew.

9. The Asiatic mind will only recognise as Master the person from whom he received his pay and it is quite impossible for that officer to be present when a vessel is at sea or out- side the harbour limits, hence the authority of the Master is largely discounted if not sullenly resented.

This contravention of the Merchant Shipping Act

is one of the causes of this unfortunate misunderstanding.

It is necessary to state that trained guards or police are only sent aboard the guard shipóf a convoy where they are under the direct supervision of a European sergeant. 12. Officers are still waiting to hear of a system of insurance for those who risk death injury or the danger of

being kidnapped due to piratical attack.
